Agricultural Land Tenure and Carbon Offsets examines the potential role that land ownership might play in determining the agricultural sector’s involvement in carbon sequestration programs. By estimating the carbon sequestration potential of agricultural producers who own most of the land they operate, this report finds that land ownership should not be a constraining factor in agriculture’s ability to provide carbon offsets.

In this poster, we report selected socio-economic findings from analysis of the Bad River Water Quality project (BRWQ) implemented in western South Dakota from 1990 through 2004. An overview of various BRWQ project phases are presented, along with analysis of cost of conservation practices applied and local landowners current assessment of the practices implemented from 1990 – 2004.

ABSTRACT This study examined the use of soil and water conservation (SWC) practices among rice farmers in Iran. A random sample of 400 rice paddy farmers in the Foumanat plain of Guilan province, who use SWC measures, was drawn from a population of 52 thousand farmers. A two-part questionnaire was used to examine the level of utilization of SWC practices and to profile paddy farmers. Internal consistency was demonstrated with a coefficient alpha of 0.76, and the content and face validity of the instrument was confirmed by a panel of soil and water experts. Descriptive and analytical statistics were used to analyze the data. The growth in federal conservation programs has created a need for policy modeling frameworks capable of measuring micro-level behavioral responses and macro-level landscape changes. This paper presents an empirical model that predicts crop choices, crop rotations, and conservation tillage adoption as a function of conservation payment levels, profits, and other variables at more than 42,000 agricultural sites of the National Resource Inventory (NRI) in the Upper Mississippi River Basin. Predicted changes in crop choices and tillage practices are then fed into site-specific environmental production functions to determine changes in nitrate runoff and leaching and in water and wind erosion at each NRI site. Due to losses caused by water erosion, the development of techniques that increase the efficiency of soil conservation practices is fundamental. Terracing of agricultural lands is an important conservation practice. Bearing in mind that improperly built terraces may negatively affect the landscape, the purpose of this work was to evaluate the efficiency as well as the adequacy of retention terraces. Assessments were performed in four terraces implanted in different states, all located in the mideastern region of the state of Minas Gerais. ESTIMATES OF PUBLIC SECTOR TRANSACTION COSTS IN NRCS PROGRAMS AgEcon

When evaluating the economic efficiency of policies to reduce nonpoint source pollution, administrative or transaction costs are usually not taken into account. While the importance of transaction costs has been recognized in the theoretical literature, the fact that they are not incorporated in empirical analyses means that, in effect, these costs are given a zero value. This issue is examined quantitatively using data collected by the National Resource Conservation Service (NRCS). Transaction costs are found to be a significant portion (38 percent) of overall conservation costs. This provides strong support for including these costs in economic evaluations of alternative policy instruments.

FACTORS AFFECTING CONSERVATION PRACTICE BEHAVIOR OF CRP PARTICIPANTS IN ALABAMA AgEcon

This study examines the factors that affect conservation practice choices of CRP farmers in Alabama. From over 9,000 contracts enrolled in the state between 1986 and 1995, 594 were randomly selected for the study. A multiple-regression analysis was employed to analyze the data. Results indicate that education, ratio of cropland in CRP, farm size, gender, prior crop practice, and geographic location of contract had a significant influence on the choice of conservation practice adopted.

According to Article 3.4 of the Kyoto Protocol, agricultural soil could be used as a sink for carbon sequestration. Soil sequestration of carbon provides dual benefits: an increase in soil productivity and a reduction in atmospheric carbon concentration. The gain in soil productivity is a slow process and attaining a steady-state level of carbon in soil takes several years. A frequently encountered difficulty in this situation is how to discount the future benefit of carbon sequestration into a current term. GOVERNMENT POLICY, WIND EROSION, AND ECONOMIC VIABILITY IN SEMI-ARID AGRICULTURE: THE CASE OF THE SOUTHERN TEXAS HIGH PLAINS AgEcon

The 1996 farm bill challenges agricultural producers to pursue conservation objectives while allowing flexibility and reducing subsidies. The nature of this challenge for semi-arid rainfed, wind-erosion-prone agriculture is explored via a behavioral model. Simulations of farm-firm decision making under scenarios in the southern Texas High Plains are evaluated. Results indicate that the removal of subsidies, while lowering farm incomes, does not, under most assumptions, alter cropping system choice. Alternatively, under a variety of assumptions, the imposition of an erosion tax shuts down cropping.

ABSTRACT Biodiversity decline has been the focus of discussions in the last decade, especially on the amphibian species decline. After a scientometric analysis using international databases, we found that the number of peer-reviewed articles considering education practices related to the theme increased along with the number of ecological researches. However, the increase in ecological researches is much higher than the increase in publications of education practices. Studies suggest that conservation attitudes are important and that education practices are an important tool for improving human perceptions on this subject. The Resource and Agricultural Policy System (RAPS): Upgrade and Documentation AgEcon

The Resource and Agricultural Policy System (RAPS) is upgraded and documented in this technical report. RAPS was developed to estimate the environmental impacts of farming practices and policy in 128,591 National Resources Inventory (NRI) sites in the Central United States (the Corn Belt, Lake States, and Northern Plains). This modeling system integrates the effects of soils, climate, crops, and management practices on several environmental indicators including nitrate runoff and leaching, pesticide runoff and leaching, water and wind erosion, and soil organic carbon. RAPS can be used to provide timely information on the nation's environmental health as it is impacted by agriculture and by changes in agricultural and resource policies.

The onus on landholders in relation to environmental performance is ever increasing. One tool for achieving environmental improvements is the design and promotion of region-specific ‘best management practices’ (BMPs). These are conservation practices aimed at reducing diffuse source pollution from agricultural lands and thus improving end-of-catchment water quality. A suite of grazing BMPs were developed for the Burdekin Dry Tropics region in a consultative fashion but without explicit consideration of knowledge of adoption processes. Water erosion risk prediction in eucalyptus plantations Ciência e Agrotecnologia

Eucalyptus plantations are normally found in vulnerable ecosystems such as steep slope, soil with low natural fertility and lands that were degraded by agriculture. The objective of this study was to obtain Universal Soil Loss Equation (USLE) factors and use them to estimate water erosion risk in regions with eucalyptus planted. The USLE factors were obtained in field plots under natural rainfall in the Rio Doce Basin, MG, Brazil, and the model applied to assess erosion risk using USLE in a Geographic Information System. The study area showed rainfall-runoff erosivity values from 10,721 to 10,642 MJ mm ha-1 h-1 yr-1.
